Project Description

Appointed by Surrey County Council as client lead for the landmark local authority funded development in Manor Royal, Crawley.

The 10 acre brownfield site within the Manor Royal Business Park was lying vacant and was to be developed into mixed-use, office and retail development included headquarters for the South East Coast Ambulance Service NHS FoundationTrust (SECAmb) and a UK joint ‘999’ emergency call centre for ambulance, police, fire & rescue.

Engaged as Project Board Chair with direct responsibility for:

  • Professional services, contractor procurement, contract administration and contract management (NEC3 Design and Build), briefs, specifications, planning, outline and detailed design, enabling works, Section 106 and Section 278 agreements, advanced construction.
  • Development programme and project management: Site appraisal, design brief, outline design, planning, design, pre-construction environmental, geotechnical, drainage, highways, civil, foundations, structural, M&E, utilities, mobilisation and Construction Fit-Out;
  • The was the first hybrid application received by Crawley Borough Council;
  • Delivering 231,424 sq.ft. of new floor space including retail, café and restaurant units and three buildings totaling over 200,000 sq.ft of office buildings for construction with integrated infrastructure car parking and green space.

The West Sussex development was one of the first of the Home Secretary’s shared blue light services initiatives and one of the first public sector investments and developments of its type. The new state-of-art facilities will achieve a BREEAM very good rating and is expected to provide in the region of 1500 new jobs.
